Max Associates Appointed to Deliver Built Facilities Strategy for Redbridge

The London Borough of Redbridge Council has commissioned Max Associates to deliver a Built Facilities Strategy (BFS), providing a clear and comprehensive assessment of current and future leisure needs to inform the development and review of the Borough’s Local Plan.

The strategy will support the formulation of planning policies relating to built leisure facilities and determine both existing provision and future requirements across Redbridge.

The BFS will assess a wide range of facility types, including swimming pools, sports halls and associated activities, community spaces that host physical activity, and other indoor sports provision such as health and fitness suites, studios, indoor bowls, gymnastics, martial arts, boxing and climbing walls. The strategy will also consider emerging and growing activities, including enclosed outdoor padel and pickleball courts.

Prepared in accordance with Sport England ANOG (Assessing Needs and Opportunities Guidance), the needs assessment will identify gaps in provision, opportunities for enhancement, and priority areas for improvement, replacement, consolidation or new investment where justified.

To ensure a full understanding of supply and demand, consultation is planned for Spring 2026 with National Governing Bodies, local sports clubs, schools, the Active Partnership, operators and neighbouring authorities.

The BFS will help ensure that Redbridge’s leisure infrastructure remains sustainable, accessible and aligned with future growth – supporting increased participation and healthier communities across the Borough.
