
Overview
Westminster City Council (WCC) engaged Max Associates to conduct a management options appraisal for the proposed installation of padel courts at Paddington Recreation Ground (PRG).
In line with strategic objectives to enhance community engagement and promote physical activity, WCC sought to determine the most effective and sustainable management model for the new facility.
The final report aimed to provide the Council with a comprehensive, evidence-based appraisal, highlighting the financial and social impacts of various management models. It also outlined the key considerations for each option assessed and included recommended next steps. Additionally, the report was designed to support the planning process and facilitate engagement with the Lawn Tennis Association (LTA), the national governing body.
Outcome
The Council received a clear and well-evidenced recommendation for an interim operating model that strategically aligned with the broader operating contract. This approach was designed to deliver both short-term and long-term financial returns while ensuring operational efficiency and sustainability.
The recommendation carefully evaluated the existing site performance at Paddington Recreation Ground, to ensure a consolidated financial improvement and provided rationale for introducing padel courts in Westminster, supported by detailed analysis of market demand, operational feasibility, and potential social and economic benefits.
Furthermore, the appraisal provided the Council with the necessary evidence to support next steps and further engagement with the LTA and any subsequent planning proposal.
Summary of Project
A structured methodology was adopted to evaluate the project. The methodology of the report consisted of an analysis of PRG and its surrounding areas to understand the feasibility of the two padel courts installation, followed by a breakdown of national and local community strategies, consultation with the Lawn Tennis Association (LTA) and a local demographics and health review to understand community needs. This was succeeded by a competition and catchment analysis which identified market gaps and opportunities, while engagement with alternative padel operators provided insights and an understanding of operator requirements. The methodology also included a review of current performance and existing business plans received to assess proven models and an evaluation of alternative operator models to determine the most efficient and sustainable approach. The process concluded with recommendations aligned with financial, operational, and community outcomes.
