Joint procurement for leisure management facilities
Guildford Borough Council and Woking Borough Council appointed Max Associates to advise on whether to procure jointly a leisure operator to manage their community leisure facilities.
Summary of Project
MAX Associates originally undertook the preliminary study for the Council to assess the alternative options available for the future of the sports facilities within the Leisure Service.
Max Associates provided a detailed report within the agreed fee proposal which we presented initially to officers for comment and then subsequently presented to Councillors. The report provided the basis for the future strategy of the Leisure Service.
MAX Associates were subsequently engaged to assist in the much bigger project for the procurement of an alternative operator for the Council’s sports venues. We were engaged specifically to provide expert advice and to protect Guildford Borough Council’s position in the complex and difficult competitive dialogue process.
Overall reduction in revenue subsidy achieved (resulting in an annual payment to the Council) with substantial risk transfer passing to the new contractor
Added value approximately £1.5m per annum (revenue benefit) over a 10 year contract term for Guildford BC.
